That bow was taken from Parasurama and then deposited in Varuna’s hands so that it would stay with the gods. Indra vested it in Agastya because the killing of Khara by Rama was imminent.

He deliberated whether it could be achieved with his might or whether it should be by stealth? He contemplated on the alternatives, thinking, which alternative has less flaws and more merits? It is not possible to achieve this with power, because he has heard about Rama’s prowess in his battle with Khara and others. If he resorts to stealth using intelligent means, no problem. It is also possible that there will be no trouble from Rama’s side when Sita is not with him. Thus Ravana weighed the good and the bad of the two alternatives.
