[Surpanakha points out the flaws in Ravana's rule-- praises Rama's abilities-- describes the qualities of a good king.]

ತತಃ ಶೂರ್ಪಣಖಾ ದೀನಾ ರಾವಣಂ ಲೋಕರಾವಣಮ್.

ಅಮಾತ್ಯಮಧ್ಯೇ ಸಙ್ಕ್ರುದ್ಧಾ ಪರುಷಂ ವಾಕ್ಯಮಬ್ರವೀತ್৷৷3.33.1৷৷


ತತಃ then, ದೀನಾ distressed , ಶೂರ್ಪಣಖಾ Surpanakha, ಸಙ್ಕ್ರುದ್ಧಾ anguished , ಅಮಾತ್ಯಮಧ್ಯೇ in the midst of ministers, ಲೋಕರಾವಣಮ್ who makes the world cry, ರಾವಣಮ್ Ravana, ಪರುಷಮ್ harsh, ವಾಕ್ಯಮ್ these words, ಅಬ್ರವೀತ್ spoke.

When the distressed, anguished Surpanakha met Ravana who makes the world weep, he was seated in the midst of his ministers. She addressed him these harsh words:
ಪ್ರಮತ್ತಃ ಕಾಮಭೋಗೇಷು ಸ್ವೈರವೃತ್ತೋ ನಿರಙ್ಕುಶಃ.

ಸಮುತ್ಪನ್ನಂ ಭಯಂ ಘೋರಂ ಬೋದ್ಧವ್ಯಂ ನಾವಬುಧ್ಯಸೇ৷৷3.33.2৷৷


ಪ್ರಮತ್ತಃ intoxicated, ಕಾಮಭೋಗೇಷು with the pleasures of passion, ಸ್ವೈರವೃತ್ತಃ acting impulsively, ನಿರಙ್ಕುಶಃ ungoaded, ಬೋದ್ಧವ್ಯಮ್ which ought to be understood, ಸಮುತ್ಪನ್ನಮ್ arising, ಘೋರಮ್ dreadful, ಭಯಮ್ fear, ನಾವಬುಧ್ಯಸೇ do not understand.

Intoxicated with the pleasures of passion, acting on your own, ungoaded and unguided, you do not understand the problems arising out of great fear, problems you ought to know.
ಸಕ್ತಂ ಗ್ರಾಮ್ಯೇಷು ಭೋಗೇಷು ಕಾಮವೃತ್ತಂ ಮಹೀಪತಿಮ್.

ಲುಬ್ಧಂ ನ ಬಹುಮನ್ಯನ್ತೇ ಶ್ಮಶಾನಾಗ್ನಿಮಿವ ಪ್ರಜಾಃ৷৷3.33.3৷৷


ಗ್ರಾಮ್ಯೇಷು vulgar, ಭೋಗೇಷು pleasures, ಸಕ್ತಮ್ addicted to, ಕಾಮವೃತ್ತಮ್ who acts as he wishes, ಲುಬ್ಧಮ್ greedy, ಮಹೀಪತಿಮ್ king, ಪ್ರಜಾಃ people, ಶ್ಮಶಾನಾಗ್ನಿಮಿವ like the fire in the crematorium, ನ
ಬಹುಮನ್ಯನ್ತೇ will not respect.

Lustful and greedy, you are addicted to vulgar pleasures. People will not respect you like the fire on the crematorium.
ಸ್ವಯಂ ಕಾರ್ಯಾಣಿ ಯಃ ಕಾಲೇ ನಾನುತಿಷ್ಠತಿ ಪಾರ್ಥಿವಃ.

ಸ ತು ವೈ ಸಹ ರಾಜ್ಯೇನ ತೈಶ್ಚ ಕಾರ್ಯೈರ್ವಿನಶ್ಯತಿ৷৷3.33.4৷৷


ಪಾರ್ಥಿವಃ king, ಕಾಲೇ at the right time, ಕಾರ್ಯಾಣಿ actions, ನಾನುತಿಷ್ಠತಿ does not execute, ರಾಜ್ಯೇನ ಸಹ along with kingdom, ತೈಃ with them, ಕಾರ್ಯೈಶ್ಚ ಸಹ along with works, ವಿನಶ್ಯತಿ is destroyed.

A king who does not act at the right time will be ruined along with the kingdom and its works.
ಅಯುಕ್ತಚಾರಂ ದುರ್ದರ್ಶಮಸ್ವಾಧೀನಂ ನರಾಧಿಪಮ್.

ವರ್ಜಯನ್ತಿ ನರಾ ದೂರಾನ್ನದೀಪಙ್ಕಾಮಿವ ದ್ವಿಪಾಃ৷৷3.33.5৷৷


ಅಯುಕ್ತಚಾರಮ್ without employment of spies, ದುರ್ದರ್ಶಮ್ not giving audience (to people), ಅಸ್ವಾಧೀನಮ್ not independent, ನರಾಧಿಪಮ್ king, ನರಾಃ people, ದ್ವಿಪಾಃ elephants, ನದೀಪಙ್ಕಾಮಿವ like a muddy river, ದೂರಾತ್ from a distance, ವರ್ಜಯನ್ತಿ keep away.

Just as elephants keep away from a muddy river, people will keep distance from the king who does not employ spies, does not give audience to his people and is not independent.
ಯೇ ನ ರಕ್ಷನ್ತಿ ವಿಷಯಮಸ್ವಾಧೀನಾ ನರಾಧಿಪಾಃ.

ತೇ ನ ವೃದ್ಧ್ಯಾ ಪ್ರಕಾಶನ್ತೇ ಗಿರಯಸ್ಸಾಗರೇ ಯಥಾ৷৷3.33.6৷৷


ಅಸ್ವಾಧೀನಾಃ not independent, ಯೇ those, ನರಾಧಿಪಾಃ kings, ವಿಷಯಮ್ their country, ನ ರಕ್ಷನ್ತಿ do not protect, ತೇ they, ವೃದ್ಧ್ಯಾ by intellect, ಸಾಗರೇ in the sea, ಗಿರಯಃ ಯಥಾ like the mountains, ನ ಪ್ರಕಾಶನ್ತೇ do not shine.

Kings who are not under their own control and cannot protect the country, do not attract the minds of the people like mountains inside sea water.
ಆತ್ಮವದ್ಭಿರ್ವಿಗೃಹ್ಯ ತ್ವಂ ದೇವಗನ್ಧರ್ವದಾನವೈಃ.

ಅಯುಕ್ತಚಾರಶ್ಚಪಲಃ ಕಥಂ ರಾಜಾ ಭವಿಷ್ಯಸಿ৷৷3.33.7৷৷


ತ್ವಮ್ you, ಆತ್ಮವದ್ಭಿ: by the self-respecting, ದೇವಗನ್ಧರ್ವದಾನವೈಃ by gods, gandharvas and demons, ವಿಗೃಹ್ಯ having made enmity, ಅಯುಕ್ತಚಾರಃ not appointed spies, ಚಪಲಃ fickle-minded, ಕಥಮ್ how, ರಾಜಾ king, ಭವಿಷ್ಯಸಿ will you be?

Having created enmity with self-respecting persons like gods, gandharvas and demons, with a fickle mind and without spies how long can you continue as king ?
ತ್ವನ್ತು ಬಾಲಸ್ವಭಾವಶ್ಚ ಬುದ್ಧಿಹೀನಶ್ಚ ರಾಕ್ಷಸ.

ಜ್ಞಾತವ್ಯನ್ತು ನ ಜಾನೀಷೇ ಕಥಂ ರಾಜಾ ಭವಿಷ್ಯಸಿ৷৷3.33.8৷৷


ರಾಕ್ಷಸ O demon, ತ್ವಂ ತು you are, ಬಾಲಸ್ವಭಾವಶ್ಚ childish in nature, ಬುದ್ಧಿಹೀನಶ್ಚ devoid of any intellect, ಜ್ಞಾತವ್ಯಮ್ what ought to be known, ನ ಜಾನೀಷೇ you do not know, ಕಥಂ how, ರಾಜ king, ಭವಿಷ್ಯಸಿ will you be?

O demon ! you are childish and foolish. You do not even know what ought to be known. How can you rule as a king?
ಯೇಷಾಂ ಚಾರಶ್ಚ ಕೋಶಶ್ಚ ನಯಶ್ಚ ಜಯತಾಂ ವರ.

ಅಸ್ವಾಧೀನಾ ನರೇನ್ದ್ರಾಣಾಂ ಪ್ರಾಕೃತೈಸ್ತೇ ಜನೈಸ್ಸಮಾಃ৷৷3.33.9৷৷


ಜಯತಾಮ್ of the victorious, ವರ best, ಯೇಷಾಮ್ of those, ನರೇನ್ದ್ರಾಣಾಮ್ of kings, ಚಾರಶ್ಚ spy, ಕೋಶಶ್ಚ treasury, ನಯಶ್ಚ judiciary, ಅಸ್ವಾಧೀನಾಃ not under control, ತೇ those, ಪ್ರಾಕೃತೈಃ with commoners, ಜನೈಃ with people, ಸಮಾಃ are equals.

The best among the victorious kings, who are not masters of their espionage, judicial system and their exchequer are equal to the laity.
ಯಸ್ಮಾತ್ಪಶ್ಯನ್ತಿ ದೂರಸ್ಥಾನ್ ಸರ್ವಾನರ್ಥಾನ್ನರಾಧಿಪಾಃ.

ಚಾರೇಣ ತಸ್ಮಾದುಚ್ಯನ್ತೇ ರಾಜಾನೋ ದೀರ್ಘಚಕ್ಷುಷಃ৷৷3.33.10৷৷


ನರಾಧಿಪಾಃ kings, ಯಸ್ಮಾತ್ since, ದೂರಸ್ಥಾನ್ things at distant places, ಸರ್ವಾನ್ all, ಅರ್ಥಾನ್ issues, ಚಾರೇಣ by spies, ಪಶ್ಯನ್ತಿ see, ತಸ್ಮಾತ್ for that, ರಾಜಾನಃ kings, ದೀರ್ಘಚಕ್ಷುಷಃ far-sighted, ಉಚ್ಯನ್ತೇ are called.

Since kings can see things from a far-off place with the help of the spies they are called far-sighted.
ಅಯುಕ್ತಚಾರಂ ಮನ್ಯೇ ತ್ವಾಂ ಪ್ರಾಕೃತೈಸ್ಸಚಿವೈರ್ವೃತಮ್.

ಸ್ವಜನಂ ತು ಜನಸ್ಥಾನೇ ಹತಂ ಯೋ ನಾವಬುದ್ಧ್ಯಸೇ৷৷3.33.11৷৷


ಅಯುಕ್ತಚಾರಮ್ without employing spies, ತ್ವಾಮ್ you, ಪ್ರಾಕೃತೈಃ ignoramus, ಸಚಿವೈಃ ministers, ವೃತಮ್ surrounding, ಮನ್ಯೇ consider, ಯಃ who, ಜನಸ್ಥಾನೇ at Janasthana, ಸ್ವಜನಮ್ your relations, ಹತಮ್ killed, ನಾವಬುದ್ಧ್ಯಸೇ you do not know.

Since you have not engaged any spy you do not know when your own relatives were killed in Janasthana. I take you to be a fool surrounded by ordinary ministers.
ಚತುರ್ದಶ ಸಹಸ್ರಾಣಿ ರಕ್ಷಸಾಂ ಕ್ರೂರಕರ್ಮಣಾಮ್.

ಹತಾನ್ಯೇಕೇನ ರಾಮೇಣ ಖರಶ್ಚ ಸಹದೂಷಣಃ৷৷3.33.12৷৷


ಏಕೇನ by one alone, ರಾಮೇಣ by Rama, ಕ್ರೂರಕರ್ಮಣಾಮ್ perpetrators of cruel acts, ರಕ್ಷಸಾಮ್ demons, ಚತುರ್ದಶ fourteen, ಸಹಸ್ರಾಣಿ thousand, ಹತಾನಿ are killed, ಸಹದೂಷಣಃ and Dusana too, ಖರಶ್ಚ Khara also.

One Rama alone killed all the fourteen thousand demons including Dusana and Khara, demons capable of fierce exploits.
ಋಷೀಣಾಮಭಯಂ ದತ್ತಂ ಕೃತಕ್ಷೇಮಾಶ್ಚ ದಣ್ಡಕಾಃ.

ಧರ್ಷಿತಂ ಚ ಜನಸ್ಥಾನಂ ರಾಮೇಣಾಕ್ಲಿಷ್ಟಕರ್ಮಣಾ৷৷3.33.13৷৷


ಅಕ್ಲಿಷ್ಟಕರ್ಮಣಾ by effortless performer of formidable tasks, ರಾಮೇಣ by Rama, ಋಷೀಣಾಮ್ of the ascetics, ಅಭಯಮ್ safety, ದತ್ತಮ್ is given, ದಣ್ಡಕಾಃ Dandaka's, ಕೃತಕ್ಷೇಮಾಶ್ಚ peace restored, ಜನಸ್ಥಾನಮ್ Janasthanam, ಧರ್ಷಿತಂ ಚ is attacked.

Rama, the effortless performer of formindable tasks, has assured safety to the sages. Peace and happiness was restored to Dandaka forest but Janasthana has been ravaged.
ತ್ವನ್ತು ಲುಬ್ದಃ ಪ್ರಮತ್ತಶ್ಚ ಪರಾಧೀನಶ್ಚ ರಾವಣ.

ವಿಷಯೇ ಸ್ವೇ ಸಮುತ್ಪನ್ನಂ ಭಯಂ ಯೋ ನಾವಬುಧ್ಯಸೇ৷৷3.33.14৷৷


ರಾವಣ O Ravana!, ತ್ವಂ ತು you are, ಲುಬ್ಧಃ avaricious, ಪ್ರಮತ್ತಃ intoxicated, ಪರಾಧೀನಶ್ಚ under others control, ಯಃ who, ಸ್ವೇ his own, ವಿಷಯೇ kingdom, (ಸಮ್) ಉತ್ಪನ್ನಮ್ generated, ಭಯಮ್ fear, ನಾವಬುಧ್ಯಸೇ not aware of.

O Ravana, you are not aware of what has happened to your own kingdom. You are avaricious, intoxicated, and under others' control. A great fear has been generated in your own kingdom.
ತೀಕ್ಷ್ಣಮಲ್ಪಪ್ರದಾತಾರಂ ಪ್ರಮತ್ತಂ ಗರ್ವಿತಂ ಶಠಮ್.

ವ್ಯಸನೇ ಸರ್ವಭೂತಾನಿ ನಾಭಿಧಾವನ್ತಿ ಪಾರ್ಥಿವಮ್৷৷3.33.15৷৷


ತೀಕ್ಷ್ಣಮ್ sharp one, ಅಲ್ಪಪ್ರದಾತಾರಮ್ not a generous giver, ಪ್ರಮತ್ತಮ್ intoxicated, ಗರ್ವಿತಮ್ proud, ಶಠಮ್ fraudulent, ಪಾರ್ಥಿವಮ್ to the king, ವ್ಯಸನೇ in calamity, ಸರ್ವಭೂತಾನಿ all beings, ನಾಭಿಧಾವನ್ತಿ not run for protection.

All living beings stop seeking refuge under a king who is, not a generous giver, but intoxicated, harsh, arrogant and fraudulent. They do not run to him for protection in times of calamity.
ಅತಿಮಾನಿನಮಗ್ರಾಹ್ಯಮಾತ್ಮಸಮ್ಭಾವಿತಂ ನರಮ್.

ಕ್ರೋಧಿನಂ ವ್ಯಸನೇ ಹನ್ತಿ ಸ್ವಜನೋಪಿ ಮಹೀಪತಿಮ್৷৷3.33.16৷৷


ಅತಿಮಾನಿನಮ್ extremely arrogant, ಅಗ್ರಾಹ್ಯಮ್ one who is not acceptable (to good people), ಆತ್ಮಸಮ್ಭಾವಿತಂ ನರಮ್ self-conceited, ಕ್ರೋಧಿನಮ್ choloric-tempered, ಮಹೀಪತಿಮ್ king, ಸ್ವಜನೋಪಿ his own people also, ವ್ಯಸನೇ in adversity, ಹನ್ತಿ will murder.

A king who is extremely arrogant, who is not acceptable to good people, who is self-conceited and choleric-tempered will be murdered even by his own people at the time of adversity.
ನಾನುತಿಷ್ಠತಿ ಕಾರ್ಯಾಣಿ ಭಯೇಷು ನ ಬಿಭೇತಿ ಚ.

ಕ್ಷಿಪ್ರಂ ರಾಜ್ಯಾಚ್ಯುತೋ ದೀನಸ್ತೃಣೈಸ್ತುಲ್ಯೋ ಭವಿಷ್ಯತಿ৷৷3.33.17৷৷


ಕಾರ್ಯಾಣಿ works, ನಾನುತಿಷ್ಠತಿ he does not do, ಭಯೇಷು fear, ನ ಬಿಭೇತಿ ಚ not afraid of, ಕ್ಷಿಪ್ರಮ್ surely, ರಾಜ್ಯಾತ್ from the kingdom, ಚ್ಯುತಃ toppled down, ದೀನಃ wretched, ತೃಣೈಃ with a blade of grass, ತುಲ್ಯಃ equal, ಭವಿಷ್ಯತಿ will be.

A king who does not do what ought to be done, does not fear what ought to be feared, will surely be dislodged from the kingdom and live a wretched life like a blade of grass.
ಶುಷ್ಕೈಃ ಕಾಷ್ಠೈರ್ಭವೇತ್ಕಾರ್ಯಂ ಲೋಷ್ಟೈರಪಿ ಚ ಪಾಂಸುಭಿಃ.

ನ ತು ಸ್ಥಾನಾತ್ಪರಿಭ್ರಷ್ಟೈಃ ಕಾರ್ಯಂ ಸ್ಯಾದ್ವಸುಧಾಧಿಪೈಃ৷৷3.33.18৷৷


ಶುಷ್ಕೈಃ dried up, ಕಾಷ್ಠೈಃ logs of wood, ಲೋಷ್ಟೈರಪಿ even clods of earth, ಪಾಂಸುಭಿರಪಿ ಚ even with the dust, ಕಾರ್ಯಮ್ may have some value, ಭವೇತ್ will be, ತು but, ಸ್ಥಾನಾತ್ from the throne, ಪರಿಭ್ರಷ್ಟೈಃ thrown out, ವಸುಧಾಧಿಪೈ by the kings, ಕಾರ್ಯಮ್ work, ನ ಸ್ಯಾತ್ will not be.

Even dried up logs, or clods of earth, or a handful of dust may have some value but not a king who is dethroned.
ಅಪಭುಕ್ತಂ ಯಥಾ ವಾಸಸ್ಸ್ರಜೋ ವಾ ಮೃದಿತಾ ಯಥಾ.

ಏವಂ ರಾಜ್ಯಾತ್ಪರಿಭ್ರಷ್ಟಸ್ಸಮರ್ಥೋಪಿ ನಿರರ್ಥಕಃ৷৷3.33.19৷৷


ಉಪಭುಕ್ತಮ್ worn and discarded, ವಾಸಃ cloth, ಯಥಾ as, ಮೃದಿತಾಃ crushed, ಸ್ರಜೋ ವಾ even garlands, ಯಥಾ as, ಏವಮ್ in that way, ರಾಜ್ಯಾತ್ from the kingdom, ಪರಿಭ್ರಷ್ಟಃ fallen, ಸಮರ್ಥೋಪಿ even if he be capable, ನಿರರ್ಥಕಃ worthless.

Like a piece of cloth that is worn and discarded, like garlands put on and crushed, a king dislodged from the kingdom is worthless even if he is capable.
ಅಪ್ರಮತ್ತಶ್ಚ ಯೋ ರಾಜಾ ಸರ್ವಜ್ಞೋ ವಿಜಿತೇನ್ದ್ರಿಯಃ.

ಕೃತಜ್ಞೋ ಧರ್ಮಶೀಲಶ್ಚ ಸ ರಾಜಾ ತಿಷ್ಠತೇ ಚಿರಮ್৷৷3.33.20৷৷


ಯಃ ರಾಜಾ such king, ಅಪ್ರಮತ್ತಃ alert, ಸರ್ವಜ್ಞಃ omniscient, ವಿಜಿತೇನ್ದ್ರಿಯಃ has control over his senses, ಕೃತಜ್ಞಃ grateful, ಧರ್ಮಶೀಲಶ್ಚ one with moral conduct, ಸಃ ರಾಜಾ that king, ಚಿರಮ್ for a long time, ತಿಷ್ಠತೇ continues to rule.

A king who is alert, omniscient, has control over his senses, has a sense of gratitude and one of righteous conduct continues to rule for a long time.
ನಯನಾಭ್ಯಾಂ ಪ್ರಸುಪ್ತೋಪಿ ಜಾಗರ್ತಿ ನಯಚಕ್ಷುಷಾ.

ತ್ಯಕ್ತಕ್ರೋಧಪ್ರಮಾದಶ್ಚ ಸ ರಾಜಾ ಪೂಜ್ಯತೇ ಜನೈಃ৷৷3.33.21৷৷


ನಯನಾಭ್ಯಾಮ್ with both the eyes, ಪ್ರಸುಪ್ತೋಪಿ even when asleep, ನಯಚಕ್ಷುಷಾ eye of justice, ಜಾಗರ್ತಿ who is awake, ತ್ಯಕ್ತಕ್ರೋಧಃ devoid of anger, ಅಪ್ರಮಾದಶ್ಚ attentive man, ಸಃ ರಾಜಾ such a king, ಜನೈಃ by people, ಪೂಜ್ಯತೇ is worshipped.

The king who keeps both his eyes shut but keeps the eye of justice open, one who is free from anger and remains ever alert, is worshipped by the people.
ತ್ವಂ ತು ರಾವಣ ದುರ್ಬುದ್ಧಿರ್ಗುಣೈರೇತೈರ್ವಿವರ್ಜಿತಃ.

ಯಸ್ಯ ತೇವಿದಿತಶ್ಚಾರೈ ರಕ್ಷಸಾಂ ಸುಮಹಾನ್ವಧಃ৷৷3.33.22৷৷


ರಾವಣ Ravana, ದುರ್ಬುದ್ಧಿ: evil-minded, ತ್ವಂ ತು you are, ಏತೈಃ by these, ಗುಣೈಃ qualities, ವಿವರ್ಜಿತಃ you are devoid of, ಯಸ್ಯ whose, ತೇ your, ರಕ್ಷಸಾಮ್ of demons, ಸುಮಹಾನ್ very great, ವಧಃ destruction, ಚಾರೈಃ by spies, ಅವಿದಿತಃ was not known.

O Ravana! you are evil-minded. You are devoid of all these good qualities. Your spies could not know that there had been a great massacre of your fellow-demons.
ಪರಾವಮನ್ತಾ ವಿಷಯೇಷು ಸಙ್ಗತೋ ನ ದೇಶಕಾಲಪ್ರವಿಭಾಗತತ್ವವಿತ್.

ಅಯುಕ್ತಬುದ್ಧಿರ್ಗುಣದೋಷನಿಶ್ಚಯೇ ವಿಪನ್ನರಾಜ್ಯೋ ನಚಿರಾದ್ವಿಪತ್ಸ್ಯಸೇ৷৷3.33.23৷৷


ಪರಾವಮನ್ತಾ accusing others, ವಿಷಯೇಷು in pleasures, ಸಙ್ಗತಃ addicted, ದೇಶಕಾಲಪ್ರವಿಭಾಗತತ್ವವಿತ್ sense of judgement of place and time, ಗುಣದೋಷನಿಶ್ಚಯೇ discrimination of vice and virtue, ಅಯುಕ್ತಬುದ್ಧಿಃ lacks wisdom, ವಿಪನ್ನರಾಜ್ಯಃ with loss of kingdom, ನಚಿರಾತ್ in no time, ವಿಪತ್ಸ್ಯಸೇ will destroy yourself.

A king who accuses others, who is addicted to sensual pleasures, who lacks a sense of judgement of place and time, a sense of discrimination between virtue and vice and the right wisdom will destroy himself and the kingdom in no time.
ಇತಿ ಸ್ವದೋಷಾನ್ ಪರಿಕೀರ್ತಿತಾಂಸ್ತಯಾ ಸಮೀಕ್ಷ್ಯ ಬುದ್ಧ್ಯಾ ಕ್ಷಣದಾಚರೇಶ್ವರಃ.

ಧನೇನ ದರ್ಪೇಣ ಬಲೇನ ಚಾನ್ವಿತೋ ವಿಚಿನ್ತಯಾಮಾಸ ಚಿರಂ ಸ ರಾವಣಃ৷৷3.33.24৷৷
