Translation
narādhipaḥ king Romapada, varṣēṇaiva along with rain, svam his own, viṣayam country, āgatam arrived, munim ascetic, vipram brahmin, (Rsyasringa), pratyudgamya gone out to welcome, prahva: bowed down humbly, śirasā with head, mahīm ground, gata: touched.
The king (Romapada) went out to welcome the ascetic, the brahmin who brought along with him rains to his country. He humbly bowed down his head and prostrated before him.
